Technical Program Manager - Quantum Sensing

Job Description

Job Title: Senior Staff Technical Program Manager, Quantum Sensing. Location: Pleasanton, CA, USA

Responsibilities:

  • Lead complex quantum programs across the complete product lifecycle, from early technology development and R&D through production, customer delivery, field sustainment, and end-of-life.
  • Build and own Integrated Master Schedules (IMS) and execution plans covering engineering, supply chain, manufacturing, and quality requirements.
  • Drive New Product Introduction (NPI) and New Technology Introduction (NTI), including the transition of quantum technologies from prototypes to production.
  • Ensure manufacturing readiness, site requirements, and scalable handoffs during technology and product transitions.
  • Manage programmatic financials, including labor and non-labor forecasting, variance analysis, and Estimate at Completion (EAC).
  • Identify and mitigate technical, operational, and supply chain risks.
  • Manage cross-functional dependencies and maintain decision logs;
  • Serve as a primary technical interface between engineering, product, manufacturing, supply chain, finance, business development, and customer-facing teams.
  • Translate complex program information into clear status updates, dashboards, and recommendations for executives and customers.
  • Support federal and commercial proposals and customer delivery milestones.
  • Establish scalable program governance mechanisms, including launch readiness reviews.
  • Mentor junior Technical Program Managers and help improve organizational execution standards;
  • Develop data-driven analysis to support strategic and tactical decisions at the portfolio level.
  • Ensure programs meet technical requirements, contractual obligations, customer milestones, production targets, and business objectives.
  • Manage the full product lifecycle, including technology sunsetting, replacement planning, and customer handoffs.

Qualifications:

  • More than 15 years of experience leading complex, integrated hardware and software programs.
  • Demonstrated experience taking programs from R&D and prototyping through New Product Introduction, high-volume production, and global customer deployment.
  • Proven ability to independently manage programmatic financials, including:
    • Estimate at Completion (EAC)
    • Labor and non-labor forecasting
    • Variance management
    • Revenue inputs
  • Direct experience with Earned Value Management (EVM).
  • Experience serving as a Control Account Manager (CAM) or in a similar program governance role.
  • Proven ability to synchronize engineering, supply chain, finance, and other cross-functional teams.
  • Strong experience communicating program health, risks, and strategic recommendations to executives and federal or commercial customers.

Preferred:

  • Advanced degree in a technical or business discipline.
  • Significant experience in high-complexity industries such as:
    • Quantum computing
    • Aerospace
    • Defense
    • Semiconductors
    • Optical communications
    • Secure communications
  • Experience managing programs within federal, Department of Defense (DoD), Department of Energy (DOE), or national laboratory environments.
  • Experience navigating government contracting requirements.
  • Expert experience transitioning systems from prototype to production.
  • Experience overseeing production line setup, material readiness, and supply chain synchronization.
  • Ability to develop sophisticated financial models, revenue forecasts, and capacity plans for executive decision-making.
  • Industry-recognized certifications such as PMP, PgMP, Six Sigma, or Agile;
  • Advanced proficiency with Jira, Confluence, GitHub, SAP, Oracle, Tableau, or Power BI.
  • Experience building scalable Technical Program Management processes and operating rhythms.
  • Experience managing product end-of-life transitions, technology sunsetting, and replacement planning.

Benefits and Compensation:

  • Base salary range: $187,944 to $269,503 USD.
  • Total compensation may include base salary, bonus, equity, and benefits.

Other Information:

  • The position is based onsite at IonQ's Pleasanton, California office.
  • Travel is expected to be up to 25% domestically for customer communications, proposal activities, production readiness, program execution, and customer delivery milestones.
  • This is a U.S. technical position involving technology subject to U.S. export control and government contract restrictions;
  • Employment may require verification of U.S. Person status, obtaining an applicable license, or confirming the availability of a license exception.
