Lead Proposal Analyst

Job Description

Job Title: Lead Proposal Analyst. Location: Broomfield, CO, USA; Albuquerque, NM, USA; or Brooklyn Park, MN, USA

Job Type: Full-time, On-site, with potential for up to 2 remote days per week with approval

Responsibilities:

  • Lead the development of complex cost proposals for quantum computing platforms across federal, state, and commercial opportunities.
  • Develop detailed estimates covering labor, platform usage, materials, subcontractors, travel, capital equipment, and indirect costs.
  • Create and maintain proposal cost models, pricing analyses, and financial scenarios.
  • Review technical requirements and Statements of Work to ensure complete and accurate cost capture.
  • Develop defensible Bases of Estimate (BOEs) using historical data, market intelligence, and technical inputs.
  • Support bid and pursuit teams with pricing strategies that balance competitiveness, profitability, and risk.
  • Evaluate cost, schedule, and technical tradeoffs to support strategic decisions;
  • Identify risks, assumptions, opportunities, and potential cost drivers during proposal development.
  • Ensure proposals comply with applicable federal requirements and company policies.
  • Support audits, fact-finding activities, and customer negotiations.
  • Maintain documentation supporting proposal traceability, accuracy, and audit readiness.
  • Collaborate with contracts and finance teams to ensure compliant proposal submissions.
  • Lead proposal cost teams throughout all phases of proposal development;
  • Facilitate cost reviews, challenge assumptions, and drive timely completion of deliverabls.
  • Advise capture managers, proposal managers, and program leaders on cost and pricing matters.
  • Improve estimating methodologies, forecasting models, and proposal development processes.
  • Establish standard templates, tools, and best practices to improve quality and efficiency.
  • Develop reusable cost libraries, historical databases, and estimating benchmarks.

Qualifications:

  • Bachelor’s degree required.
  • At least 8 years of experience in proposal costing, pricing, estimating, financial analysis, or proposal management.
  • Must qualify as a U.S. Person under contractual requirements, including U.S. citizen, permanent resident or green card holder, or worker granted asylum or refugee status.
  • Due to U.S. Government national security requirements, candidates must not be a national of the People's Republic of China or Russia unless they are also a U.S. citizen.
  • Strong understanding of cost estimating methodologies, financial modeling, and proposal development processes.
  • Advanced Excel and financial modeling skills;
  • Strong analytical, communication, and problem-solving abilities.
  • Ability to influence cross-functional teams and manage multiple concurrent proposal efforts.

Preferred:

  • Advanced degree in Finance, Business, Engineering, Economics, Accounting, or a related field.
  • Program Management certifications.
  • Experience managing cost proposals for government and commercial engagements.
  • Experience presenting cost and pricing recommendations to executive leadership.

Benefits and Compensation:

  • Annual salary range of $113,000 to $170,000, inclusive of the bonus target.

Other Information:

  • The role is part of Quantinuum's Analytics and Cost Estimating team within the Compute Platforms Group.
  • The position partners closely with business development, offering management, program management, engineering, finance, contracts, supply chain, manufacturing, operations, and leadership teams.
  • The role owns end-to-end development of cost volumes, cost strategy, financial modeling, margin analysis, BOEs, executive pricing reviews, and customer audit support;
