Job Description
Job Title: Sr. Tech Infra Program Manager, Non-Standard Infrastructure Delivery (NSID). Location: Austin, TX, USA; Arlington, VA, USA; Herndon, VA, USA; Seattle, WA, USA
Responsibilities:
- Translate ambiguous internal customer needs into defined technical requirements, scope documents, and infrastructure specifications.
- Develop demand forecasts and capacity scaling models for emerging infrastructure programs where historical data may not exist.
- Lead end-to-end delivery of non-standard infrastructure projects from requirements definition through design, procurement, construction, commissioning, and deployment.
- Manage project budgets, schedules, resource plans, and delivery milestones across complex programs.
- Partner with engineering teams to develop customized infrastructure solutions based on environmental, regulatory, physical, operational, and customer-specific constraints;
- Coordinate activities across multiple infrastructure programs to identify cost efficiencies, shared solutions, reusable designs, and lessons learned.
- Build and maintain relationships with internal AWS service teams, laboratory teams, engineering organizations, and other stakeholders.
- Convene stakeholders to establish process flows, roles, responsibilities, and governance frameworks.
- Identify and mitigate risks in first-of-kind and unprecedented deployment environments.
- Develop contingency plans for unforeseen implementation and deployment challenges.
- Create scalable mechanisms, standard operating procedures, and process improvements to support portfolio growth.
- Develop data visualization reports and KPIs to monitor program health and provide leadership with clear recommendations.
- Drive data-informed decisions involving significant capital investments;
- Troubleshoot procurement, site, technical, and operational constraints and remove blockers to project delivery.
- Coordinate remote project teams across multiple countries and time zones.
- Support infrastructure programs involving specialized laboratories, custom silicon development, quantum computing, satellite ground stations, archival storage, and edge infrastructure.
- Travel domestically and internationally as required, up to approximately 15%.
Qualifications:
- 5+ years of program management or technical project management experience.
- 3+ years of experience directly managing and being accountable for multiple large projects.
- Experience communicating with customers, technical teams, regulatory teams, business teams, and management to gather requirements and communicate technical designs;
- Bachelor's degree in engineering, project management, construction management, or a related technical field.
- Experience identifying and mitigating project risks in ambiguous or unprecedented deployment environments.
- Ability to work effectively with cross-functional and geographically distributed teams.
- Strong ability to translate loosely defined requirements into actionable technical and operational plans.
- Ability to work independently, manage ambiguity, and drive projects through completion.
Preferred:
- 7+ years of experience in technical infrastructure delivery, data center construction, telecommunications, or mission-critical facilities.
- Experience building program management mechanisms from scratch for growing and diverse project portfolios.
- PMP, PgMP, or equivalent project/program management certification;
- Strong data analysis skills and experience building dashboards and metrics for program health visibility.
- Familiarity with AWS infrastructure concepts, data center design principles, or cloud computing architecture.
- Experience working on emerging technologies, specialized laboratories, custom silicon, quantum computing, or other non-standard infrastructure programs.

- Base salary range of $148,700 to $201,200 per year, depending on location, qualifications, skills, and experience.

Other Information:
- Travel: Up to 15% domestic and international travel may be required.
- The position is part of AWS Infrastructure Services, specifically the Non-Standard Infrastructure Global Delivery Team;
- The team develops infrastructure for programs that do not fit traditional data center models, including specialized labs, custom silicon, quantum computing, satellite ground stations, archival storage, and edge infrastructure.
